Building digital dominance in Nilanga for a first-time major Congress campaign

A 75-day digital campaign for a Congress candidate in Nilanga — one of Latur district's most competitive assembly segments. Durrani Tech built the candidate's digital identity from scratch, establishing a Marathi-first social media presence, a booth-level WhatsApp mobilisation network, and an integrated voter outreach programme that reached the majority of Nilanga's registered voter base.

The Challenge

Nilanga assembly constituency sits within Latur district and has historically been a competitive segment with significant political investment from multiple parties. The Congress candidate entered the campaign cycle with no digital presence — no active social media accounts, no online content history, and no structured voter outreach infrastructure. In a constituency where opposition parties had established digital networks over multiple election cycles, building from zero in 75 days required an aggressive parallel deployment strategy.

Nilanga's rural and semi-urban voter composition required a content approach grounded in local agricultural issues, water availability, rural connectivity, and the candidate's record on constituency development. Generic political content — not rooted in Nilanga's specific voter concerns — would fail to build the local relevance needed to drive engagement and, ultimately, turnout. Every piece of content had to pass a 'Nilanga first' test before publication.

The candidate's team had limited digital literacy, requiring Durrani Tech to function not just as a digital execution partner but as an integrated campaign operations function — providing daily briefings, content strategy, and operational management that the candidate's own team did not have the capability to run.

Our Approach

We began the engagement with a two-day on-ground discovery in Nilanga — mapping the constituency's ward and GP structure, identifying existing Congress volunteer networks that could be activated as WhatsApp admins, and meeting the candidate's core team to understand the campaign's positioning priorities. This grounding enabled a content strategy built specifically around Nilanga's issues rather than generic Congress party messaging.

The social media strategy centred on a narrative of local connection: daily content documenting the candidate's constituency visits, gram sabha attendances, and interactions with farmers, women's self-help groups, and youth — shot and edited same-day to maintain authenticity and immediacy. Static graphics covered policy, festival occasions, and counter-messaging. A weekly video series — the candidate addressing a specific local issue directly to camera — became the highest-engagement content format across the campaign.

The WhatsApp network was built ward-by-ward using the candidate's existing grassroots volunteer base. Durrani Tech trained and onboarded 35 ward-level group admins, providing each with a daily content package — graphics, short videos, voice clips — and a direct hotline to the campaign content team for requests and rapid-response content during fast-moving news cycles.

The Solution

The social media presence went from zero to a consistent daily publishing rhythm within the first week. Facebook grew to 8,000+ followers over 75 days with Marathi-first content that consistently referenced Nilanga-specific localities, villages, and community concerns. The candidate's video series — produced on a same-day turnaround by Durrani Tech's Pune-based editing team — achieved an average of 15,000+ organic views per episode and was widely shared within Nilanga's political WhatsApp ecosystem.

The WhatsApp network covered 35 wards and gram panchayat clusters at its operational peak, with 150+ groups carrying the candidate's content daily. An estimated 45,000+ voters were reached directly or through group forwarding over the 75-day campaign window. In the final two weeks, the network was used to distribute candidate rally information, polling booth data, and turnout motivation content on a twice-daily cadence.

The final-week integrated outreach programme combined WhatsApp blasts, bulk SMS to all available voter contact numbers, Meta ads targeted to Nilanga pin codes, and a candidate-recorded audio message delivered via IVR to 30,000+ voter phone numbers. Voter turnout in the candidate's strongest ward clusters exceeded the constituency average, consistent with the concentrated ground network activation in those areas.
