The Challenge
Latur is Maharashtra's most politically active district — a constituency where every party maintains a significant ground presence and where digital narrative can shift quickly. The Congress campaign entered the 90-day window with a strong candidate but a fragmented digital presence. Social media accounts were inconsistently updated, there was no structured voter outreach system, and opposition parties were running coordinated campaigns with professional teams already deployed at booth level.
The constituency's voter composition demanded multilingual, multi-format communication. Marathi-speaking communities across urban Latur and the surrounding mandals required Marathi-first content rooted in local cultural identity. Younger voters — reachable through Instagram Reels and YouTube Shorts — needed a different content register entirely. A single content approach would alienate one segment while trying to reach the other.
The opposition had already established booth-level digital networks in key wards, creating a situation where our candidate's message was being delayed or drowned out at the hyperlocal level. The campaign needed immediate ground network activation alongside the digital build — both moving in parallel from day one.
Our Approach
We deployed a four-pillar war room from week one: unified social media management across Facebook and Instagram in Marathi, a WhatsApp constituency network covering all major wards and mandals, a real-time narrative monitoring and rapid response capability, and a final-phase bulk outreach programme. All four pillars were run simultaneously from our Pune operations centre with ground coordinators embedded in Latur.
Content was built around three pillars: the candidate's development track record in the constituency, Congress party's flagship schemes relevant to Latur voters, and community-specific messaging for Latur's diverse demographic composition. Festival content — tied to Marathi cultural and religious occasions — was woven into the political messaging to build reach beyond the politically engaged audience. Every piece of content was reviewed by a native Marathi speaker before publishing.
The WhatsApp ground network was organised by ward and activated through existing Congress party volunteers who were onboarded as group admins. Each admin received daily multimedia content packages — graphics, short videos, audio clips of the candidate — that they distributed to their local networks without requiring any technical capability. The Solution
The social media accounts were rebuilt from near-zero to a coordinated daily publishing rhythm within the first two weeks. Facebook engagement grew 4× over the 90-day campaign as Marathi-first content resonated with the constituency's core voter base. A content series documenting the candidate's constituency visits — shot and edited same-day — built authentic voter connection and consistently outperformed static post formats in reach and shares.
The WhatsApp network covered 40+ wards and mandals at its peak, reaching an estimated 60,000+ voters through the distributed volunteer admin network. Durrani Tech's team managed 200+ pieces of original content over the campaign window — daily festival graphics, video reels, voter testimonials, policy explainers in Marathi, and counter-messaging addressing opposition narratives within 4-6 hours of their emergence.
In the final 7 days, a coordinated turnout mobilisation programme deployed bulk SMS, WhatsApp multimedia blasts, and Meta ads geo-targeted to the constituency's pin codes with booth-specific messaging and polling day reminders. The programme reached over 85% of the constituency's registered voter contact base with at least one direct communication in the 72 hours before polling.
